I've always just assumed anyone near Tarren Mill or the Hillsbrad farmstead is out for blood. A quest the alliance can get in Desolace is to go as far north as the Scarlet Monestary, which contains 4 instances. I'm sure the Horde has some quest in there as well because whenever we are up there we see horde in the monestary. I was on my alt so was pretty hard outleveled but was fun anyway.
